The Early Learning Centers of Lubbock examined the developmental skills of
two-year-olds, who were attending during 2003. The two-year-olds'
teachers at each center documented each child's progress in a number of
different areas. ELC then compared the developmental skills of the
two-year-olds who have been enrolled at ELC for more than 18 months to the
two-year-olds who have been enrolled less than 18 months.
The results showed that
children benefit from early enrollment in a developmental educational program
and the results show that the longer they are enrolled, the greater the benefit.
A landmark,
long-term study of the effects of high-quality early care and education on
low-income three- and four-year-olds shows that adults at age 40 who
participated in a preschool program in their early years have higher earnings,
are more likely to hold a job, have committed fewer crimes, and are more likely
to have graduated from high school. Overall, the study documented a return
to society of more than $17 for every tax dollar invested in the early care and
