Carver Early Learning Center is the oldest of the 5 Early Learning Centers.  It was founded in the early 1940’s by Mrs. Permilla Woods and as the center grew, it moved several times.  In the early 1960’s, Carver built a permanent home at 2509 Elm Street, in the Chatman Hill neighborhood. 

Carver ELC is on a Plan 3 monitoring with Day Care Licensing.  Inspections are made every 10-12 months to centers on a Plan 3,  that consistently comply or whose deficiencies are few and are promptly corrected.

 Carver ELC is licensed for 82 children, ages birth through school age.  Carver ELC holds the top quality rating of Four Stars from the Texas Rising Star program.   To become a Four Star vendor, the center must meet high quality standards in the areas of staff qualifications and training, program, curriculum, supplies and equipment, health and safety, and teacher/child interactions
